Anderson County plans to construct the Dolly M. Cooper Park in Powdersville located in northeastern Anderson County. The initial phase of the project will include the main entrance to the park off Old Anderson Highway and a manned recycling convenience center. The project included design, permitting, bidding and construction administration.

The project consists of approximately 13,500 cubic yards of earthwork. The site entrance roadway includes approximately 2,200 square yards of asphalt pavement and 1,500 linear feet of concrete curb and gutter. The Recycling Convenience Center site includes approximately 700 square yards of asphalt pavement, 750 square yards of concrete pavement and 600 linear feet of concrete curb and gutter. Incidental storm drainage, utilities, fencing and landscaping are also included.
