| Design South was retained to assist Pioneer with analyzing their existing rate structure and to recommend rate increases. In order to accomplish this, financial and water use date were reviewed to establish historical costs associated with operating and maintaining Pioneer’s system. Future rate increases were established to ensure that Pioneer’s revenues would cover their expenses, including anticipating system improvements. These rate increases were evaluated fairness across Pioneer’s customer base that includes residential, commercial, and agricultural. The recommended rate increases were approved by Pioneer’s Board of Director’s at their annual meeting in June 2007. |
