Scope:
Design South developed the Phase II Municipal Separate Storm Sewer System (MS4) program for Anderson County. We assisted the County and the City of Belton in obtaining coverage under the South Carolina National Pollutant Discharge Elimination System (NPDES) General Permit. In essence, we developed a comprehensive County program to shift the construction stormwater permitting program from DHEC to County hands. This coverage included developing six minimum control measures:
1. Public Education and Outreach,
2. Public Involvement/Participation,
3. Illicit Discharge Detection and Elimination,
4. Construction Site Stormwater Runoff Control,
5. Post-Construction Stormwater Management, and
6. Pollution Prevention/Good Housekeeping.
We revised the County ordinance that governs stormwater runoff from construction activities and assisted with gaining approval of the ordinance from the County Council. In addition, we have written and published the Stormwater Design Manual that governs the stormwater management and sediment control portions of all construction projects in the county.
We provide professional engineering review services on an “as needed” basis to review stormwater submittals to Anderson County by various parties. We also assist the County in developing or revising checklists, application forms, typical stormwater construction details, and other aspects of the stormwater program on an “as needed-as requested” basis.
